With over 20 years of experience across multiple U.S. government agencies, to include the departments of State and Commerce, and the Department of the Army, Sam Harmon is a recognized expert in his field.
Mr. Harmon is the Center Export Administrator at the NASA Langley Research Center in Hampton, VA. In this role, he is responsible for ensuring that all Center activities and personnel operate in compliance with U.S. export regulations, including: the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), the Foreign Trade Regulations (FTR), and with sanctions imposed by the U.S. Department of Treasury's Office of Foreign Assets Control (OFAC).

BIOGRAPHY
Sam Harmon is the Center Export Administrator at the NASA Langley Research Center in Hampton, VA, where he is responsible for ensuring all Center activities and personnel fulfill their roles in compliance with U.S. export regulations.
Prior to coming to NASA, Mr. Harmon worked at the U.S. Department of State's Directorate of Defense Trade Controls (DDTC), where he served in multiple capacities:
Chief of the Commodity Jurisdiction Division
Regulatory Coordinator
Licensing Officer
Notably, during his time as regulatory coordinator in the policy office, Mr. Harmon worked extensively on making revisions to the ITAR under the Obama Administration's Export Control Reform Initiative, for which he received multiple awards.
Sam was selected among one of three Department of State civil servants to attend the U.S. National Defense University's Eisenhower School for National Security and Resource Strategy, where he earned Master of Science in National Resource Strategy.
In addition to his experience at DDTC, Sam also has worked as licensing officer at the U.S. Department of Commerce's Bureau of Industry and Security (BIS), where he focused on exports to countries under unilateral embargo, and as an export policy analyst at the Department of the Army, where he notably authored the Army's export policy on night vision and electro-optic sensors.
